HEALTH REFORMS BENEFITS IN 2010
( Obama, weekly address January 9, 2010)

A year ago, when I took office in the midst of the worst recession since the Great Depression, I promised you two things. The first was that there would be better days ahead. And the second was that the road to recovery would be long, and sometimes bumpy.

That was brought home again yesterday. We learned that in November, our economy saw its first month of job gains in nearly two years – but last month, we lost more than we gained. Now, we know that no single month makes a trend, and job losses for the final quarter of 2009 were one-tenth what they were in the first quarter. But until we see a trend of good, sustainable job creation, we will be relentless in our efforts to put America back to work.

That task goes even deeper than replacing the seven million jobs that have been lost over the past two years. We need to rebuild our economy in such a way that our families can feel a measure of security again. Too many of the folks I’ve talked with this year, and whose stories I read in letters at night, tell me that they’ve known their own private recessions since long before economists declared one – and they’ll still feel the recession long after economists have declared it over.

That’s because, for decades, Washington avoided doing what was right in favor of doing what was easy. And the result was an economy where some made out well, but the middle class too often took a beating.

Over the past decade, the income of the average household actually declined, and we lost as many jobs as we created. Hardworking folks who did everything right suddenly found themselves forced to downscale their dreams because of economic factors beyond their control. We’re talking about simple dreams. American dreams. A good job with a good wage. A secure and dignified retirement. Stable health care so you don’t go broke just because you get sick. The chance to give our kids a better shot than we got.

That’s why, as we begin to emerge from this crisis, we will not return to the complacency that helped cause it. Even as we focus on putting America back to work today, we’re building a new foundation for our economy to create the good, lasting jobs and shared prosperity of tomorrow.

We’re making historic investments in science and in a clean energy economy that will generate and keep the jobs and industries of the future right here in America.

We’re reforming our education system, so that our kids are fully prepared to compete with workers anywhere in the world and win the race for the 21st century.

We’re fixing our broken health insurance system that’s crushing families, eating away at workers’ take-home pay, and nailing small businesses with double-digit premium increases.

And that’s what I’d like to focus on for a minute. After a long and thorough debate, we are on the verge of passing health insurance reform that will finally offer Americans the security of knowing they’ll have quality, affordable health care whether they lose their job, change jobs, move, or get sick. The worst practices of the insurance industry will be banned forever. And costs will finally come down for families, businesses, and our government.

Now, it’ll take a few years to fully implement these reforms in a responsible way. But what every American should know is that once I sign health insurance reform into law, there are dozens of protections and benefits that will take effect this year.

Uninsured Americans with a pre-existing illness or condition will finally be able to purchase coverage they can afford.

Children with pre-existing conditions will no longer be refused coverage, and young adults will be able to stay on their parents’ policy until they’re 26 or 27 years old.

Small business owners who can’t afford to cover their employees will be immediately offered tax credits to purchase coverage.

Early retirees who receive coverage from their employers will see their coverage protected and their premiums go down.

Seniors who fall into the coverage gap known as the donut hole will receive discounts of up to 50 percent on their prescriptions as we begin to close that gap altogether.

And every patient’s choice of doctor will be protected, along with access to emergency care.

Here’s what else will happen within the first year. Insurance plans will be required to offer free preventive care to their customers – so that we can start catching preventable illnesses and diseases on the front end. They’ll no longer be allowed to impose restrictive annual limits on the amount of coverage you receive or lifetime limits on the amount of benefits you receive. They’ll be prohibited from dropping your coverage when you get sick and need it most. And there will be a new, independent appeals process for anyone who feels they were unfairly denied a claim by their insurance company.

In short, once I sign health insurance reform into law, doctors and patients will have more control over their health care decisions, and insurance company bureaucrats will have less. All told, these changes represent the most sweeping reforms and toughest restrictions on insurance companies that this country has ever known. That’s how we’ll make 2010 a healthier and more secure year for every American – for those who have health insurance, and those who don’t.

We enter a new decade, now, with new perils – but we’re going to meet them. It’s also a time of tremendous promise – and we’re going to seize it. We will rebuild the American Dream for our middle class and put the American economy on a stronger footing for the future. And this year, I am as hopeful and as confident as ever that we’re going to rise to this moment the same way that generations of Americans always have: as one nation, and one people. Thanks for listening.

PAAU INGLÉS – SETEMBRO 2002

Opción 1:

Read the text and the instructions to the questions very carefully:

Answer all the questions in English.

If you do not get legally married, the law will almost never treat you as if you were, no matter how long you live with someone. If it is a choice between marrying someone or living with them long-term, then marriage wins when it comes to financial security, especially for women. It may be the twenty-first century, but it is still women who earn less, stay at home more and generally look after any children. They are usually financially weaker when a relationship ends.

If you are married, both partners normally have a right to a share of the marital home and its contents, whether they have contributed financially or not. A spouse who has been left, especially with children, may get it all. An ex-spouse may be entitled to personal maintenance, quite apart from any other maintenance paid for the children, plus the right to a share of the other’s pension fund. An unmarried partner has no such rights.

Widows and widowers also get more financial protection from the law than live-in partners. If you die without a will, your widow or widower will automatically inherit – a lover will not, and a spouse has the right to challenge a will if they or any children are not provided for. And, married or not, there exists a strange concept in law called .joint and several liability., whereby, as far as debt is concerned, what’s hers is his and what’s his is hers. In other words, you both owe all the money.

Suppose you buy a TV and DVD player costing £1,000. You take out a loan over two years. Then, love being love, one of you decides to move out and stops paying the bills, but takes the TV and DVD. Who has to pay the debt? The finance company can sue either of you, no matter who actually has possession of the property. And if you are the one left behind, you are easier to find. One way out is to choose who buys what. Take it in turns so you know exactly who owns what.

Questions

1. Write a summary of the text in English, including the most important points, using your own words whenever possible (maximum 50 words, 1 point)

2. Find words or phrases in the text that correspond in meaning to the words and definitions given here ( 1 point: 0,25 points each)

a) consider c) part

b) for a long time d) money lent

3. Complete the second sentence of each pair so that it has the same meaning as the first one (2 points:

0.5 points each).

a )Widows and widowers get more financial protection from the law than live-in partners.

The law …

b) It may be the twenty-first century, but it is still women who earn less.

Women still …

c) An unmarried partner has no such rights.

A partner…

d) The finance company can sue either of you.

Either…

4. Answer the following questions in your own words. The information must be taken from the text

(2 points: 1 point each):

a) In what ways is a woman with children better protected if she is married ?

b) Why is it dangerous to buy something together with your unmarried partner ?

5. Do you agree with the arguments given in the text ? Why / Why not ? (Approximately 120

words) (3 points).

b. USE: We use the present perfect to express

1. Recent past with present result – the action is finished but it has an influence on the present, it puts emphasis on the result, and it always suggests a relationship between present time and past time.

Examples:

I’ve had breakfast( implies that I did so very recently)

She has just arrived from London

Already ð before the main verb in affirmative sentences

this morning/ week/month/year…

2. Actions or situations that started in the past and continue up to the present- The action or the period of time has not finished.

I have studied at this school for five years (I came five years ago and I’m still studying here)

I have studied at this school since 2003 (I came in 2003 and I’m still studying here)

She has written 18 e-mails so far this morning (She may have finished writing e-mails but we are still in this morning)

He hasn’t appeared on TV before now /up till now/ up to the present

Time expressions:

For + period of time ð I have lived here for eight years

Since+ point of timeð I have lived here since 2000 / I have lived here since I was seven

So far/before now/ up till now / up to now/ up to the present

3. Past experiences without a specific time reference to the past -actions that have taken place once, never or several times before the moment of speaking

In this interview with singer David Bowie you are going to hear some new words. Read and listen to them. Make sure you know what they mean.
Wrestling = loita libre / lucha libre
Half-brother / half-sister = medio irmán / irmá / hermanastro/a
Risk = risco / riesgo

Here is the beginning of the interview.
Interviewer: Lets’ talk about your background. As a teenager, you went around London’s West End clubs. Is it true that your father owned a wrestling club?
David Bowie: Yeah, at one time. It’s part of my family mythology. His father died and left him a lot of money. Some of it he put into a London club for wrestlers in Soho. Then he went into the army and when he came out he started working for a charity organization, and stayed there for the rest of his life.
Here is an example of a question:
What did David Bowie’s father do with the money he inherited?
He gave it to the army.
He started a wrestling club.
He gave it to a charity organisation.

The correct answer is: “He started a wrestling club”.

Ready? Now read the rest of the questions and alternative answers before listening to the interview. (2-minute pause)

Now listen to the rest of the interview. You will hear it three times. Write the correct answer in your exam notebook (cuadernillo). Write the complete answer, not just a letter. You must not write more than one answer for each question.

(Tapescript)

Now you will hear the text again.

(Tapescript)

Now you will hear the text for the last time.

That is the end of the Listening test. Write your answers in your examination notebook (cuadernillo) if you have not already done so. Then you can go on with the rest of the examination.

Interviewer: Were you very close to your parents when you were a kid?
David Bowie: My father died when I was about twenty years old. As I got older I got more support from him. He bought me my first saxophone. I was not particularly close to my mother, but I’ve got closer to her over the years. I think you become more sympathetic to the problems of your parents the older you get.

Interviewer: Tell me about your adolescence.
David Bowie: I had the usual desire to break with home and parents. I have a half brother and a half sister, but I have not been close to them, because they’ve never lived at home. I lost contact with my half-sister Annette when I was twelve – that was the last time I saw her. She was quite a lot older than me and went to Africa to get married.

Interviewer: At the start of your career you spent a lot of time around the clubs in London. What was that like in the 1960s?
David Bowie: At the time (I was sixteen years old) it was during the time of the “mods”. They called themselves “modernists”, which reduced itself to the “mods”. The first mods usually wore expensive suits and makeup was an important part of it: lipstick, eye-shadow and face powder. At that time I thought of being a musician, as I had the saxophone and played it quite well, but also of acting and painting. I spent a lot of time painting, though I didn’t have that much talent.

Interviewer: What was the first film acting you’ve done that you felt was good? And how did you react to fame when it happened?
David Bowie: I suppose “The Man Who Fell To Earth” was the film I acted best in. I really thought it was a great movie. And I think now it’s even better than I did then. It’s a great science fiction film -especially in relation to a lot of the films that are out at the moment.
The idea of fame was an obsession-until it happened. I moved to Los Angeles and my whole life was transformed into this strange fantasy world of mythological characters. It took the first two years in Berlin to really clean my system, especially emotionally.
Fortunately, I was able to pull out of the crisis with the help of two or three friends who either came to Berlin with me or were in Berlin. Most Berliners are people who want good, strong family ties and a society where people care for each other. That’s why I was attracted to that city after Los Angeles, which is the opposite of that. Berlin was my clinic; it brought me back in touch with people. Berliners are interested in how art means something on the streets, not just the galleries.
As I came out of that bad period, I became more conscious of my son and the responsibilities I have. My son keeps telling me there is a tomorrow, there is a future. I think it’s very important for young people to be angry. I think it is part of being young. But I think that passes, and then you change to another viewpoint in life, and the future becomes very important.

Interviewer: Keith Richards has said that rock ‘n’ roll is about two things: sex and risk.
David Bowie: Life is about sex and risk but that doesn’t mean that’s all that life is.
